City Council is considering expanding Stittsville ward boundaries.

The proposal would see an expansion to Flewellyn Road in the south part of Stittsville, from Shea Road in the east to just past West Healey Avenue in the west. (See map for the proposed new boundary.)  The land is currently a part of Rideau-Jock Ward and includes the future urban expansion area known as Stittsville South. The new boundary would come into effect for the 2026 municipal election.

Why is this being proposed?

  • Under the Municipal Act, cities are authorized to divide or redivide a municipality into wards or to dissolve existing wards. A comprehensive review of ward boundaries was last conducted city-wide in 2020.
  • This small administrative change is intended to reflect that residents in the proposed area are more naturally affiliated with the Stittsville community than with the larger Rideau-Jock area.

 

When would this come into effect?

  • If approved by City Council, the new ward boundaries would be in effect at the start of the 2026-2030 term of council.

What impact would this have on Stittsville residents?\

  • There is no impact to residents currently in Stittsville Ward

 

What impact would this have on residents Rideau-Jock?

  • The boundary change would alter the ward boundary for fewer than 100 properties north of Flewellyn Road, between Shea Road to just past West Healey Avenue.
  • Most of these properties are in Healey’s Heath, Brad’s Court, and Forestgrove/Poplarwood, along with some properties along Flewellyn, Fernbank, and Stittsville Main.
  • For properties and residents in these areas, the change would be strictly administrative. They would be part of Stittsville (Ward 6) instead of Rideau-Jock (Ward 21) and would be represented by a different councillor.
  • Residents would have closer access to the Stittsville councillor and ward office, located at CARDELREC (1500 Shea Road).

 

What impact would this have on property taxes?

  • The ward boundary change would not affect property classification, land value, or municipal taxes.

 

What impact would this have on city services?

  • The ward boundary change would not affect delivery of city services such as waste pick-up, snow clearing, park maintenance, etc. In fact many services for residents in the affected area are already managed by Stittsville-based staff.

What impact would this have on zoning?

  • Zoning and urban boundary decisions are made separately from ward boundaries.

 

How is the City gathering feedback?

  • Councillor David Brown and Councillor Glen Gower are co-hosting a drop-in consultation meeting on Wednesday, November 13 from 7:00 p.m. to 8:00 p.m. in the upstairs boardroom at CARDELREC (1500 Shea Road).
  • They are also collecting feedback from residents via their communications channels (web site, email, social media).
  • City staff are preparing a report that will be presented to the Finance and Corporate Services Community in December 2024. Residents will have the opportunity to provide written comments at this time, or appear as a delegation at committee.

Motion

Here’s the text of a motion that City Council approved on September 4, 2024, moved by Councillor Brown and seconded by Councillor Gower.

WHEREAS, in accordance with Section 222 of the Municipal Act, 2001 municipalities are authorized the power to divide or redivide a municipality into wards or to dissolve existing wards; and 

WHEREAS a comprehensive review of ward boundaries was conducted in 2020, leading to the adoption of the Ward Boundaries and Council Composition By-law No. 2021-3 on January 27, 2021, which was in effect for the 2022 Municipal Elections; and 

WHEREAS the current southern boundary for Ward 6 – Stittsville is a property line between Stittsville Main Street to the west and Shea Road to the east; and 

WHEREAS a portion of the land between the Ward 6 – Stittsville southern border and Flewellyn Road within Ward 21 – Rideau-Jock is part of the new urban expansion area; and 

WHEREAS established principles of ward boundaries include geographic communities of interest and physical boundaries;

THEREFORE BE IT RESOLVED that City Council direct staff to bring forward a report to the Finance and Corporate Services Committee no later than Q4 2024 that would enable the lands described in Document 1 to be redistributed from Ward 21 – Rideau-Jock to Ward 6 – Stittsville in advance of the 2026 Municipal Elections.
